Former Kenosha County deputy charged with misconduct over Flock camera searches of coworker

Former Kenosha County Sheriff's Office Deputy Frank McGrath has been charged with two counts of misconduct in public office after an internal audit in fall 2025 found he had used the Flock Safety license plate reader system to track a coworker. McGrath resigned following the internal investigation, and the case was referred to the Racine County Sheriff's Office for an independent criminal review that led to the charges. Sheriff David Zoerner said misuse of the system is unacceptable and that the agency has since tightened its controls. The charges are allegations and have not been resolved in court.

Why this matters

The case shows that ALPR misuse by an officer was caught through an internal audit rather than an outside complaint, and the policy changes that followed offer a concrete reference point for other agencies weighing search justification requirements, audit scope and data retention limits.
