KenCom dispatch center plans first full audit of shared Flock system in Kendall County

KenCom, the multi-agency dispatch center in Kendall County, Illinois, is preparing its first agency-level audit of the Flock Safety license plate reader system it contracts for on behalf of local police departments. Yorkville Police Chief James Jensen told the City Council the department conducts monthly audits and has been "100% compliant," with no access flagged as unauthorized since the program began in 2023. KenCom board member and Yorkville Alderman Chris Funkhouser said he requested the audit because the Flock contract runs through KenCom. Separately, Plano's police chief told his City Council the department will seek to end its Flock participation at the end of the year.

Why this matters

The audit tests whether a shared regional dispatch contract creates clear accountability for how multiple police departments search ALPR data, an arrangement common in counties that pool surveillance technology.
