Henry County, Va. Sheriff Suspends Flock Camera Access, Weighs Early Contract Exit

Henry County Sheriff Wayne Davis announced on Aug. 14 that his office had immediately suspended access to its Flock Safety automated license plate reader system, citing privacy, constitutional and data-use concerns. Davis said the office will also look at options for ending its Flock contract before it expires in August 2028. The move goes further than a plan Davis announced in July, under which the existing contract would simply have lapsed without renewal.

Why this matters

A sheriff halting ALPR access mid-contract — rather than waiting for expiration — is an unusually fast reversal, and Davis framed it explicitly around constitutional limits and reported misuse elsewhere, a rationale other agencies may be asked to address.
