Ohio Grand Jury Declines to Indict Clermont County Man Accused of Destroying Flock Camera

A Clermont County, Ohio grand jury declined on Wednesday to indict Cody Morelock, who had been arrested in June by Union Township police and accused of unbolting and toppling a Flock automatic license plate reader pole, destroying the camera and its solar panel. According to Cincinnati's Local12, investigators said they identified Morelock through footage from several nearby cameras along with credit card and customer rewards account records. Because the grand jury did not return an indictment, the charges were dropped. Morelock was never tried, and no court made any finding on whether he committed the alleged acts.

Why this matters

Grand juries rarely decline to indict, and the outcome shows that prosecuting alleged ALPR vandalism can depend on how local residents view the surveillance technology itself.
