Georgia corrections special agent charged with misusing agency's Flock ALPR system

Robert "Bobby" Michael Keim, 45, a special agent in charge with the Georgia Department of Corrections, was arrested Sept. 1 on a charge of misuse of a license plate reader system, according to the Georgia Bureau of Investigation. The DOC asked the GBI on Aug. 18 to investigate allegations about Keim's access to the agency's Flock system, and he was booked into the Putnam County Jail. The GBI did not say what searches Keim allegedly ran or how any information was used. The investigation remains open and the GBI said the case will go to the Ocmulgee Judicial Circuit District Attorney's Office for prosecution once complete.

Why this matters

Georgia has now brought charges against at least a dozen current or former law enforcement employees over ALPR queries since July, raising questions about how agencies audit searches and what safeguards exist against non-law-enforcement use of retained plate data.
