Bibb County sheriff cuts deputy access to Flock data after three ex-deputies charged with misuse

Bibb County Sheriff David Davis says the number of deputies with access to Flock license plate reader data has fallen from more than 200 to slightly above 100, and he wants it reduced further. The change follows the arrests of three former deputies — Coznavian Stubbs, 45, Joseph Callaway, 37, and Toni Lewis, 32 — who face charges after an internal audit found they allegedly queried Flock data for personal rather than law enforcement reasons. All three were booked into the Bibb County Law Enforcement Center and have since been released. Davis said he plans further meetings on the agency's use of Flock and community safety.

Why this matters

The case illustrates how broadly ALPR access can be distributed within a single agency and how internal audits function as the primary check on personal misuse. Other departments face similar questions about how many officers need access and how queries are reviewed.
