Athens-Clarke County crime analyst arrested on misdemeanor charge of misusing Flock ALPR data

Nicholas James Barker, 33, a civilian crime analyst for the Athens-Clarke County Police Department in Georgia, was arrested Sept. 9, 2026 on a misdemeanor charge of misusing the Flock license plate reader system and released on a $1,300 bond. The arrest warrant alleges that between April 2025 and October 2025 he engaged in a continuous course of conduct querying a single license plate, which police said belonged to his ex-wife's car. Barker was relieved of duty on Aug. 27 after his ex-wife complained, and the department referred the investigation to the Georgia Bureau of Investigation. The charge is an allegation; Barker is scheduled to be arraigned in Athens-Clarke County State Court in November.

Why this matters

The case adds to a series of Georgia prosecutions over improper ALPR queries and shows how a single complaint can surface months of alleged personal use of a surveillance system, raising questions about what audit and approval controls exist before misuse is reported.
