Documented Incident
Two more Richmond County deputies arrested, fired in expanding Flock camera misuse probe
First reported: August 31, 2026 · 3 sources
Richmond County Sheriff's Office says Investigator Sean Morrow and Deputy Jose Ferrer were arrested after a criminal investigation concluded they accessed the agency's Flock license plate reader system to run searches unrelated to law enforcement business. Both were charged with misuse of license plate readers and violation of oath of office, booked into the Charles B. Webster Detention Center, and terminated. The arrests bring to six the number of RCSO employees charged since June, when a routine audit first flagged unauthorized activity.
The case shows both that internal audits can surface ALPR abuse and that a single agency's system was allegedly misused repeatedly by multiple employees, raising questions for other jurisdictions about how access is granted, logged, and reviewed.
Key facts
- Morrow and Ferrer were charged with misuse of license plate readers and violation of oath of office; the charges are allegations and have not been adjudicated.

- Reporting on the investigation alleges Yarbrough searched one woman's plate 1,639 times after their relationship ended.
